L2 Expansion Planned: Ripple will launch its RLUSD stablecoin on Layer 2 blockchains next year, including Optimism and Base.
-
Wormhole Partnership: Ripple is using Wormhole and its Native Token Transfers (NTT) token standard for testing on multiple chains, including Ink and Unichain.

Regulatory Advantage: The L2 launch aims to leverage a unique regulatory structure, as Ripple is close to securing a dual state and federal oversight for RLUSD.
RLUSD Stablecoin Goes Multichain
Ripple is planning a significant expansion of its RLUSD stablecoin by launching it on popular Layer 2 (L2) blockchains next year. The company is collaborating with Wormhole, the cross-chain interoperability provider, and utilizing its Native Token Transfers (NTT) token standard for this expansion. Ripple is currently testing RLUSD on several networks, including Optimism, Base, Ink, and Unichain, ahead of the official launch, which is pending regulatory approval.
Expanding Utility for Institutional Finance
RLUSD, which initially launched on the XRP Ledger (XRPL) and Ethereum, has quickly grown to a total supply of over $1 billion. Ripple views this multichain strategy as essential for serving both institutional finance and the growing on-chain economy, ensuring that the stablecoin exists wherever there is demand. Ripple’s SVP of Stablecoins, Jack McDonald, stated that by launching the "first U.S. trust-regulated stablecoin on these layer-2 networks," Ripple is both expanding utility and setting a clear standard for compliance and on-chain efficiency.
Path to Regulatory Certainty
Ripple is moving toward a highly secure regulatory footing for RLUSD. Last week, the U.S. Office of the Comptroller of the Currency (OCC) conditionally approved a national trust bank charter for Ripple National Trust Bank. If final approval is granted, this would provide RLUSD with a dual state and Federal oversight structure, which Ripple notes no other stablecoin currently holds. This robust regulatory certainty is a key component of Ripple's strategy to position RLUSD as a trusted gateway for institutional adoption of DeFi and the broader digital-asset economy.
