A Second Attempt at a State Bitcoin Treasury
Missouri lawmakers have revived efforts to establish a state-managed bitcoin reserve, advancing House Bill 2080 to the House Commerce Committee.
The proposal would create a Bitcoin Strategic Reserve Fund within the state treasury. Under the bill, the Missouri State Treasurer could receive bitcoin through gifts, grants, and donations, invest state funds into bitcoin, and custody those holdings directly.
Unlike short-term speculative exposure, the bill requires that bitcoin held in the reserve remain untouched for at least five years before it can be sold or converted.
Expanding Crypto Use in State Payments
Beyond simply holding bitcoin, the legislation would allow state agencies to accept approved digital assets for taxes, fees, and other government payments. It would also require a biennial public report detailing fund activity and holdings.
This is not Missouri’s first attempt. A similar bill introduced in 2025 failed to advance. The renewed effort reflects growing momentum for state-level bitcoin reserves following the federal government’s creation of a national strategic bitcoin reserve in 2025.
If enacted, Missouri would join states like Texas and Arizona that have advanced comparable legislation.
