Retail Access With Guardrails
Russia is preparing to introduce a comprehensive cryptocurrency regulatory framework that would allow both qualified and non-qualified investors to participate in the crypto market. According to local reports, the bill is expected to be finalized for voting in late June and would take effect in stages beginning in July.
Under the proposal, non-qualified retail investors would be allowed to purchase only the most liquid cryptocurrencies, with an annual investment cap of roughly $3,900.
Asset Restrictions and Oversight
Professional traders would be permitted to trade a broader range of cryptocurrencies without limits, with the exception of privacy-focused assets such as Monero and Zcash. Authorities are expected to compile a list of approved cryptocurrencies, likely including Bitcoin and Ethereum, and possibly Solana or TON.
Stablecoins are expected to be regulated separately, primarily as tools for international trade and cross-border economic activity.
Beyond Trading
The framework also addresses crypto mining, issuance, and custody services, while reaffirming Russia’s ban on using cryptocurrencies for domestic payments. Platforms currently operating in legal gray areas will be required to obtain new licenses, while existing licensed exchanges may continue operating under current rules.
The proposal signals Russia’s attempt to formalize crypto markets while maintaining strict state oversight.
