FCA Makes Stablecoin Payments a 2026 Priority

The Financial Conduct Authority (FCA), the UK's primary financial regulator, has announced that enabling local firms to experiment with stablecoin payments will be a top priority for 2026. In a letter to Prime Minister Keir Starmer, FCA Chief Executive Nikhil Rathi outlined the regulator's digital innovation strategy. Key goals for the coming year include finalizing a comprehensive set of digital asset regulations—covering stablecoins, trading platforms, lending, staking, and custody—and actively advancing the development of UK-issued sterling stablecoins.

Balancing Innovation and Safety

The FCA is working closely with the Bank of England to implement the new regulatory framework, expected in 2026. While the UK has adopted a more phased approach to crypto regulation compared to the rapid pace in the U.S., which previously drew criticism for causing the country to lose its position as a crypto hub, recent efforts show momentum. The FCA is focusing on outcomes rather than prescriptive rules and has recently passed the Property (Digital Assets etc.) Act 2025, which legally recognizes digital assets as property.

Launch of the Regulatory Sandbox

To accelerate innovation safely, the FCA has opened a regulatory sandbox specifically for local stablecoin issuers. This controlled environment will allow companies to test their stablecoin solutions ahead of the final regulations. The application deadline for interested participants is set for January 18. This initiative demonstrates the FCA's commitment to embracing a bolder risk appetite to support growth while simultaneously protecting consumers and ensuring market integrity.
