State-Level Stablecoin Framework
Florida lawmakers have passed Senate Bill 314, creating the first comprehensive state-level regulatory framework for stablecoin issuers in the United States.
The bill establishes guidelines for payment stablecoins, including consumer protection measures and financial stability requirements. It also formally incorporates stablecoins into the state’s money services business regulatory structure.
The legislation passed both the state House and Senate with strong support and now awaits the signature of Governor Ron DeSantis.
Alignment With Federal Law
Florida’s framework aligns with the federal GENIUS Act, which established national standards for stablecoin issuance in 2025.
The law clarifies that certain payment stablecoins are not securities and prohibits unlicensed issuance within the state.
It also requires out-of-state stablecoin issuers to notify Florida regulators before offering services to residents, strengthening oversight while allowing interstate participation in the emerging stablecoin ecosystem.
