Key Highlights:
  • The IMF says policy choices will shape tokenization's future.
  • Tokenization could improve efficiency or increase systemic risks.
  • Stablecoins, tokenized deposits, and CBDC reserves all play key roles.
  • Strong legal and regulatory frameworks remain essential.

The International Monetary Fund says the long-term success of tokenization will depend on the regulatory and legal frameworks governments put in place as financial assets increasingly move onchain.

According to IMF Monetary and Capital Markets Director Tobias Adrian, tokenization has the potential to make financial markets faster and more efficient by combining trading, clearing, and settlement into a single programmable process.

However, the IMF also warned that risks could shift away from traditional financial institutions toward blockchain infrastructure, smart contracts, and shared digital platforms.

The report highlights three emerging forms of settlement assets—tokenized bank deposits, stablecoins, and tokenized central bank reserves—each offering different benefits and trade-offs.

The IMF believes tokenization could lower cross-border payment costs and modernize financial markets, but stresses that interoperability, cybersecurity, legal clarity, and international coordination will be critical to avoiding market fragmentation.
